The "society of the information" arises originally like a
conceptual model that tries to give account of the deep alterations
experienced by the industrial society in the last decades, induced,
fundamentally, by the technological revolution. This way, usually it
is considered to the new informational model as the wished goal to
which the countries come near unfailingly. Nevertheless, the speeds of
transition towards the society of the information to a great extent
depend on the degree of development and wealth of the countries, dice
the baggage of capacities, knowledge and infrastructure necessary to
surpass such transition successfully. The countries of the South are,
as a result of it, left behind again with respect to the most
developed, than they have begun this transition from a place to begin
with surpassed.

In this context the World-wide Summit arises on the Society of
Informacio'n (CMSI) like global process in which the main thematic tie
communication participate and actors to of information, such as the
governments, the organized civil society, the private sector and the
academy. The Plan of Action approved in first stage of the Summit in
Geneva has been object of varied critics, fundamentally from the
organizations of the civil society. These critics include from
organizativas questions (in the elaboration of same not siguó the
frame of proposed multisectorial work for the organization of the
Summit) to deep political and ideological aspects. It is criticized,
for example, the tecnicista cut of the Plan of Action of Geneva, that
prioritizes questions of access and infrastructure extension as
opposed to policies of development of capacities; as well as the
deficiency of applicability as opposed to the highest heterogeneity of
situations registered at world-wide level. Also, it has been
interpreted which the type of anticipated publish-private associations
in the plan has the public risk of diminishing the state intervention
and the battery of necessary policies, promoting solutions based
exclusively on the free market, that do not assure the attainment the
wished aims of social development.

In spite of these limitations as far as its concrete results and in
spite of the lack of visibility of the Summit as opposed to other
global instances, this one fulfills the assignment to introduce the
society of the information like thematic within the national agendas.
This way the national strategies emerge, ciberestrategias or
strategies-and, like action marks that sustain to the construction of
the society of the information in different regions and nations. At
global level, international organisms such as the Union the
International of Telecomunicaciones (UIT), the Program of Nations
United for the Development (the PNUD) and a ICT Task Force have seated
preceding in the design and promotion of this type of strategies.

One of the reconocibles factors that affect the success of these
strategies is the implementation of multisectorial marks of work
in the phases of design and application, way to obtain integral
perspective, sustained in the compared visions of all the actors
protagonists of the process (including a the civil society and the
private sector). The participation of the sector deprived in these
processes is considered like useful and necessary, as long as it is
executed under state control. "to let do" to the private sector
usually it only has the undesired consequence of extension of
infrastructure and connection in those profitable spaces of market. In
this sense, the plans of action for the society of the information
must also fight with the liberalization of the sector of the
telecommunications, imposed by international the financial
institutions in numerous countries and regions, such as Latin America.
The direct consequence of such reforms has been the decrease in the
regulations to the action of the deprived sector, that results in the
desvinculación between policies TIC and policies of human rights and
promotion of citizen practices.

To this complex situation the fact that is added the governments of
the developed countries less usually destine few resources to the
investment in this type of plans. Budgets as opposed to reduced, these
occupy a second position with respect to priorities like the health
and education. Also, a good part of these countries lacks in their
governments of enabled technical bodies in the thematic one, which
hits on fragmentary policies and of cut it reaches, and in the lack of
protagonism in global instances of decision, like the CMSI. It is
urgent, this way, the consultation and incorporation in the design of
policies of thematic specialized organizations of the civil society in
of information and communication, able to generate, from its
experience, I contribute valuable to the process.

The plans of action of approach to the society of the information must
be considered like policies of state and not like peripheral or
accessory programs. The present paradigm aims at programs integral, of
multisectorial coordination, and incorporated actively to the agendas
of the development like most effective for the transition towards the
society of the information. It is necessary to make emphasis, also, in
the regional conjunction of efforts and the regional strategies or
plans.
