 Dear all,

CONGO, ICV and the NGLS held a short meeting on May 12 with
Hatem Ben Salem, Secretary of State near the Tunisian Minister for the
Foreign Affairs, several other Tunisian official persons in charge,
Charles Geiger and Moncef Achour of the Executive Secretariat of the
SMSI.

The object of this meeting was to obtain certain clarifications as for
our urgent questions to date.

We have refers to elements contained in the Document CS B2B - meeting
of Office at Office - concerning the country host (see enclosures).

1. Logistics

Since the governments will have today (Friday May 13) a soft
copy on behalf of the Tunisians on the state of the preparations, we
also ask for a complete presentation for the Civil Company. We agreed
to hold such a presentation for the Civil Company before mid-June,
more probably in the neighbourhoods of the date suggested for the
meeting of the GAP on June 13 and the GTGI which will follow it, in
order to benefit from the presence of as many participants Civil
Company possible. Particular questions about the space of offices for
the structures of the Civil Company, and in particular connection
Internet, LAN, etc, should be include in such a meeting of
presentation.

2. Parallel events

Up to now, the requests for space for the parallel events reach
almost the double of what can be arranged for such events. The
organizers are seeking additional spaces, for example in the form of
tents in the park which surrounds the Summit, but the weather
conditions in November could make this possibility hazardous. In same
time, they will try to be addressed to certain applicants and to
request their moderation so that the Summit is most open possible. We
asked, in more of the transparency, that certain events of comparable
nature be put together.

Since many requests were received, it is not possible to know which
received - or not - from confirmation.

With the date of May 30, it should possible to have the best be seen
situation.

The Executive Secretariat will intervene only in the parallel events
if arbitrations, rejections or controversies had suddenly emerged,
which Charles Geiger hopes not to see arriving. It was noted that the
limits are the limits, but that the doors will not be closed, as much
as space will remain available.

3. Space exposure

They see the space of exposure like a completely commercial
field to present large projects of joint nature (deprived, public,
Civil Société). They stressed that many projects of this kind had
been received, in which the Civil Company was already implied. We
supported, however, that the Civil Company also required for a space
in this surface, to support its own initiatives as regards projects of
partnership, and that it needed to obtain broader reductions of the
prices for this space. This was noted by the Secretary of State.

4. Safety and private life

As well the Tunisians as the Executive Secretariat supported
as this question belonged only to the Tunisian authorities with the
UIT. We opposed there that at least, all should be made transparent
and public on their Web site Plus information is available on each
préparatif, better it will be for all. We also asked when the
agreement between the United Nations and the country host could be
signed and made public, and it was answered us that they are for the
hour with 80% of agreement and that they hope that this is signed
before PrepCom-3.

5. Financings

The Secretary of State noted that in general the situation of
the financing was
more precarious than it had been envisaged and than they had to some
extent underestimated the costs of this Summit, or were in a different
position one year ago, in particular when the price of oil was with
half of what it is today. But on our questions persistent about the
manner with which the promise of 400.000 Dinar could availability of
the Civil Company, one answered us that it was allocated at the Civil
Company of the LDCS. They remained nevertheless open when we have,
with the support of the Executive Secretariat, severely constant the
use of these funds for the whole of the developing countries, like for
the countries of transition.

We made mention once again need for transparency and communication,
and they promised to us to develop a short page of the Civil Company
which could be connected to the sites of CONGO and NGLS.

Our discussion was of a very frank nature, without set language.
When we heard that the Secretary of State had taken part as a
representative of ONG in the World Conference on the Humans
right in 1993 like to the other tops of the United Nations, we
strongly put it at the challenge to show visible signs of Tunisia in
this direction. Inch' Allah...

Friday evening (May 13)

CONGO organized a briefing this after midday on the
contribution of ONG in the Summit of Millenium +5. With L fine
of this meeting, I met the Karklins Ambassador who had just left the
meeting from the Governmental Office. It asked me to transmit to you
that there will be a formal/abstract meeting Group of the Friends of
the President (GAP) - who will not be more formally a GAP. But this
meeting will be opened with the whole of the fascinating parts to
discuss Chapters 1 and 4, on the implementation, the assessment and
the follow-up.
