Dear Madam/Sir,
First of all, I would like to thank you for your invaluable
work and personal commitment to the goals of WSIS At the second
meeting of the Preparatory Committee (PrepCom-2) held in Geneva last
February.
Referring to the invitation letter of Mr. Yoshio Utsumi, Secretary
General of ITU, feels out one 8 April 2005, and in order to prepare
the third meeting of the Preparatory Meeting (PrepCom-3) in efficient
year way, I invites you to submit new proposals for Chapter one
(Implementation Mechanisms) and Chapter furnace (The Way Ahead) of the
Operational Part of the Final Document of the Tunis phase of WSIS.
In accordance with the Decision of PrepCom-2, the Group of Friends of
the Chair (GFC) will brainstorm upon new ideas regarding
implementation and follow up and will draft has proposal, to Be
submitted to PrepCom-3 for further consideration. This new proposal of
the GFC will Be submitted to the PrepCom-3 in addition to the written
comments and proposals presented during the first reading one 21
February 2005, contained in the compilation documents one Chapter one
(DT-2 rev.2) and furnace (DT-5) respectively. The new proposal of the
GFC and the outcome of the first reading of Chapters one and furnace
will Be examined during PrepCom-3 together.
The work of the GFC will therefore depend, in A substantivizes way,
one your written contributions and reflections you may wish to send to
the WSIS Executive Secretariat (wsis-contributions@itu.int) before the
31 May 2005.

Madam, Sir,
First of all allow me to thank you for your priceless work and
the personal engagement of which you made proof in favour of the
objectives of the SMSI during the second meeting of the Committee of
preparation (PrepCom-2), which was held in Geneva in February.
In reference to the invitation letter sent on April 8, 2005 per Mr.
Yoshio Utsumi, Secretary-general of the UIT, and in order to
effectively prepare the third meeting of the Committee of preparation
(PrepCom-3), I have the honor to invite you to submit new proposals
for the Chapters one (Mechanisms of implementation) and four (the
continuation) of the operational Part of the final documents of the
phase of Tunis of the SMSI.
In accordance with the decision of PrepCom-2, the Group of friends of
President (GAP) will think of new ideas concerning the implementation
and the follow-up, and will write a proposal which will be submitted
to PrepCom-3. This proposal will be added to the observations and
written proposals presented in first reading on February 21, 2005, and
mentioned again in the documents of compilation relating to the
Chapter one (DT/2(Rév.2)) and to the Chapter four (DT/5). The new
proposal of the GAP and the results of the first reading of the
Chapters one and four will be examined jointly at the time of
PrepCom-3.
Consequently, the work of the GAP will be very largely tributary of
the contributions and the reflexions which you will want to address
well, in writing, with the executive Secretariat of the SMSI (with the
address wsis-contributions@itu.int) from here at May 31, 2005.
