[WSIS CS-Plenary] May 2nd Consultation - bases covered

I agree, but with a qualification: those selected might be members of
one or more of our cauci (caucuses?), and the statement as it reads now
gives the impression we do not trust the CS people who will be present,
so maybe we could rewrite it to be less blunt?
