Message on the Day the International of Woman 8 of March of
2006 http://www.un.org/spanish/events/women/iwd/2006/ the subject of
the Day the International of the Woman of this year, the paper of the
woman in the adoption of decisions, is decisive for the advance of the
woman anywhere in the world and for the progress of the humanity as a
whole. As it says the Declaration of Beijing, "the involution of the
paper of the woman and the total participation of the woman in
conditions of equality in all the spheres of the society, including
the participation in the processes of adoption of decisions and the
access to the power, are fundamental for the profit of the equality,
the development and La Paz".

The international community is beginning finally to include/understand
a fundamental principle: the women are equal of affected that the men
by the problems that the humanity in century XXI, the economic and
social development confronts and in La Paz and the security. And often
they are more affected. Therefore, it is right and truely necessary
that the women participate in the processes of adoption of decisions
in all the scopes, with the same vigor and in equal numbers.

In addition, the world is beginning to understand that there is no
more effective policy to promote the development, the health and the
education that the empoderamiento of the women and the children. And
it would dare to me to say that this one is also the policy most
important to prevent conflicts and to obtain the reconciliation once
finished the conflicts.

We have obtained worthy advances of celebration with regard to the
representation of the woman anywhere in the world. In January of this
year, the proportion of women in the national parliaments reached a
new world-wide maximum. There are now 11 women Female leaders of State
or Government, in countries of all the continents. And three countries
- Chile, Spain and Sweden now have governments with parity between the
sorts.

But still we have left much to do. The general progresses are slow. It
is possible to remember that in some countries the increase of the
number of women in positions of adoption of decisions has not been
fortuitous, but that often is the result of institutional and
electoral initiatives, like the establishment of objectives and
quotas, the commitment of the political parties and a constant
mobilization. Also it is the result of measures concrete and arranged
to improve the balance between the personal and labor life. They are
these lessons that all the countries - and the United Nations must
take very in serious.

In World-wide Summit 2005, the world-wide leaders declared that "the
progress of the woman is the progress of all". In this Day the
International of the Woman, dediquémonos once again to demonstrate
how certain are those words. Let us try to guarantee that half of the
world-wide population occupies the place that by right corresponds to
him in the processes of adoption of decisions in the world.
