Dear all
Following the consultation on the reform of the CSTD
(Commission on Science and Technology in favour of the Development),
which was held in Geneva on last 13 February, we would wish to have
your opinion on the advisability of proposing to an additional point
on the agenda the Commission on its next session, in order to more
amply tackle the question of the results of the SMSI. Such a point of
agenda could directly relate to the follow-up with the SMSI.
Resolution 1996/31 specifies that an organization equipped with the
general advisory statute can propose questions to enter on the agenda
provisional of a commission, like the CSTD. There are other methods to
add a point of agenda in the diary of the Commission, but this one is
the only one which follows upon an initiative on behalf of
ONG.
For information, note that resolution 1996/31 requires that the
Secretary-general of UNO be informed at least 63 days (i.e. not after
12 the Mars 2006) before the opening of the session (in order to allow
him to make observations), and the proposal must formally be submitted
accompanied by essential documentation at the latest 49 days before
the opening of the session. The point will be entered on the agenda if
two thirds at least of the members present and voters decide some
thus.
Thus we would like to know of you:
- if the Civil Company implied in the SMSI would like to see the
follow-up with the SMSI directly on the agenda of the Commission as of
this year.
- CONGO is ready to make this request if there is a strong support of
your share. Are there other ONG (in general statute advisory
with ECOSOC) which would also wish to join to this proposal?
Of course, we also will discuss this possibility with the UNCTAD
(Secretariat of the CSTD) at the beginning of the next week.

CONGO also works with transitory arrangements allowing the
participation of ONG accredited the SMSI not having advisory
statute ECOSOC at the time of the next sessions of the CSTD. We will
inform you very soon of the possibilities and the process in this
respect.
