ANNOUNCE NEAREST LAUNCHING OF THE INTERNATIONAL CHARTER OF THE
RESEARCHERS

The International association for the Studies and Research in
Information-communication (AIERI/IAMCR) prepares with launching to
Tunis the Charter of the Researchers below and as an attache, after
having made of it the presentation at the time of its parallel event
at the time of the prepcom3.

We need YOUR SUPPORT, as an individual, ONG, family or working
group, to sign the charter and to diffuse it most largely possible.

International charter of the researchers for the companies of the
knowledge: a contribution of the AIERI to the SMSI

In the world, the activity of research is confronted with
budgets in fall and an increasing control of production emanating dčun
great dčacteurs number, of which governments, whereas the researchers
are subjected to noxious changes without precedents of their statute,
their wages and lčindépendance their research. The World Summit on
the Company of lčInformation (SMSI) contributed to freely encourage
the international discussion on the dčaccéder need and in a way equal
to the means of communication and the contents of information.
Lčimportance of lčinformation resulting dčune research from high
quality in social sciences and sciences nča however sufficiently not
development during the top. This last not put nča lčaccent on the
central part played by the researchers in the dčinformations
production, in promotion dčune better comprehension of the media and
the systems of technology of lčinformation and the communication
(TIC), as well as theirs contained and functions, in the culturally
relevant development dčun contained and in lčencouragement of the
communication with an aim dčaccéder at Companies of the Knowledge
integral and centered on the people. Cčest why International
lčAssociation of the Studies and Recherches on lčInformation (AIERI)
invites all the researchers of the world to adhere to the principles
and the recommendations dčaction of the following Charter of the
Researchers:

Principles of the charter: 1. The researchers of the whole world
constitute a community of scientists which is essential to develop
companies in which the knowledge, lčinformation and the culture are
produced in adequacy with the service of lčhumanity and in which the
researchers have the right to seek, to freely restore, receive and
diffuse lčinformation, without considering the geographical borders,
the ideologies, the interests nor the support used, supported by
lčéchange dčinformations permitted by the TIC;

    2. The work of the researchers should be undertaken under grateful
working conditions that research is determining for the production of
the knowledge, like for the intellectual development and that the
contributions of the researchers to the knowledge are important to
obtain a better comprehension between the disciplinary people,
cultures, religions and traditions;

    3. The researchers should have the right to intellectual freedom and a
transparent evaluation their results by independent and legitimate
public organizations; to express itself as freely as possible with
lčaide of all the mediae and TIC, without censure nor limitation of
the diffusion of their intellectual productions in order to maintain
and extend the general public domain of research, like improving the
capacity to contribute to cultural diversity and to ensure
enlightened participation of all the citizens in the social
activities, cultural and economic, thus promoting a democratic
environment on all the levels and in all the contexts;

    4. The results of the research undertaken thanks to the public funds
should remain in the public domain in order to support the
development, lčeducation and the wellbeing of the population in
general; the public records, the libraries, the deposits of contents,
as well as other services Internet and dčinformations of the world
should be freely accessible to the researchers;

    5. Universal the free exchange of the professional work among the
researchers should be regarded as particularly important maintaining
lčordre democratic; it contributes to build the capacity with the
equitable development, with the going beyond of the differences of sex
and dčeducation, in particular with regard to the researchers women
and junior (particularly in the developing countries) and in the
access to other essential resources for the development; it must be
regarded as a good common and nourished like a process of ethical and
collective participation implying a network of diffused professional
work which contributes to the capacity of long-term construction, in
the support of the rights of lčhomme in all the fields of human
lčactivities;

6. Practices dčapprentissage and of research culturally adapted should
be developed to encourage the systems of research financed and based
on the community; to promote models of publications in collaboration,
car organized and opened, and methods of development of software
accessible to the researchers and available in data bases, libraries
and files with nonlucrative goal, thus supporting the researchers as
producers of contents and participants active in a paradigm dčaccès
opened with the creation and lčéchange of the knowledge, like that
was underlined at the time of various initiatives.
 
To set up the charter: a. LčAIERI invites all the researchers,
including the teachers, as well as the professionals of lčinformatic
and lčinformation, to adhere to the principles above by signing this
Charter.

B LčAIERI invites the researchers to reinforce the co-operation
appropriatenesses and dčéchange and to encourage the communication in
all the sectors of the company, in order to promote a better
comprehension of the role and relevance of research and knowledge, as
well as theirs vast diffusion in the company by mobilizing the
decision makers of the whole world to develop clear policies and to
set up the principles above.

C LčAIERI recommends creation dčun Organisme of Complaint of the
Researchers international and independent where the researchers can
consign their complaints relating to the violations of the principles
above and of the ethical standards and to receive an objective
listening; such an organization should be elected to return the cases
and the public names of the administrations and governments which
violate these principles.

To sign this Charter: LčAIERI invites the principal personalities of
the world which support these principles, but also the individuals to
sign this Charter on the site of lčAIERI ­ www.iamcr.net ­ and with
