I come by the present one near your benevolence to request an
invitation letter to take share with the Presentation of the World
Summit of the Cities and Local Authorities on the Company of
Information envisaged in Bilbao, from the 9 to November 11, 2005:
State of the preparations.

 Indeed, having been retained as delegated my country for the precom
III; having had the request for accreditation of the ECOSOC by the
SMSI. I come by the present one to ask you not to send an invitation
letter to take share with plenary of Bilbao, in particular on the
company of the inforamation.

In the hope which my request will retain your attention, please

Presentation of the World Summit of the Cities and Local
Authorities on the Company of Information envisaged in Bilbao, the 9
to November 11, 2005: State of the preparations

family of the Cities and local Authorities of the Office of the Civil

The attachment of the Summit of Bilbao compared to the second
phase of the World Summit on the Company of the Information (SMSI) of
Tunis is overall the same one as for the first phase between the 1st
World Summit from the Cities organized in Lyon and the Summit of
Geneva in December 2003. To Bilbao the local authorities will work out
a Joint Declaration and an action plan which will constitute their
messages in direction of the SMSI of Tunis, envisaged a few days
later. The Declaration of Bilbao will be the fruit of a work in line
started since several months already and of the discussions which will
be held in Bilbao during the Summit.

- 1) preparatory Events: the preparation of the Summit required the
organization of many workshops sets of themes in 2004 and 2005 and of
4 regional conferences with:

The topics developed during these demonstration concerned:
E-administration, E-health, E-education, E-economy and the territorial
development, the durable development, the partnership public -
deprived, financing of numerical Solidarity, infrastructures and
solutions technical.

- 2) Summit of Bilbao: the Summit will be organized around 4 distinct
demonstrations: presentation of the visions of matter Company the
local authorities of Information during a plenary Conference and
workshops of work; the finalization and adoption of an Action plan and
a Declaration of Bilbao; presentation of the achievements most
significant exits of the public-private partnership within the
framework of an interactive space; presentation and the experience
sharing developed by Cities and Areas within the framework of a "purse
of local experiments"

- 3) Participation: more than 2000 participants are waited in
Bilbao

The presentation caused many questionings and some concerns in
particular with regard to the participation of the local communities
and the civil company of the developing countries. The presenters
specified that it is not envisaged catches of load others
that technical meals and visits for those which will have made
displacement.

Some tracks to be explored were however indicated to solve the problem
of the purses:

- the possibility of implying local communities of developed countries
having a cooperation agreement with local communities of the South. -
the possibility of calling upon certain intergovernmental agencies.

Questions were also put about the nature of the impacts awaited at the
end of the Summit of Bilbao: results are awaited on the level of
specific experience sharing by the various local communities as
regards company of information. A Declaration and an Action plan will
define the action of the local communities beyond the SMSI. The
placement of a framework of operation for the World Agency of
numerical Solidarity will allow the Numerical Mutual aid funds to take
part in the financing of the projects initiated by the local
communities, etc.
