Please find Ci below a recall (with additional clarifications) for the
criteria, hot lines and procedures for the appointment of sorateurs of
the civil company in sight of the Summit of Tunis.

  _ SPEAKERS OF THE CIVIL COMPANY FOR THE SUMMIT OF TUNIS _

  The Executive Secretariat of the SMSI asked by the Office of
the Civil Company providing the names of the speakers proposed by the
civil company (more one substitute for each one) before the end of
PrepCom-3, for the sessions listed below. Mr. Utsumi,
Secretary-general of the UIT, will make the final decision on the list
of speakers. We ask consequently all the groupings of the civil
company (families, caucus or working groups, to see list provided to
the end of this document) to consider their wishes as regards
nominations and to transmit them to us before 12h00, Wednesday
September 28, 2005.

  1 speaker for the session of opening

  1 speaker for the first full session (debate of general
policy)

  1 (or 2) speakers for the second full session (according to the
Heads number of State) (debate of general policy)

  1 (or 2) speakers for the third full session (according to the
number of Heads of State) (debate of general policy)

  4 speakers for the fourth full session (debate of general
policy)

  2 speakers for the fifth full session (debate of general
policy)

  2 speakers for the sixth full session (debate of general
policy)

  4 speakers for the seventh full session (debate of general
policy)

  1 speaker for the high level Panel (TIC for the Development)

  2 speakers for each of the two Round Tables (Of engagement to
the action: the implementation after Tunis)

  There will be moreover one additional opportunity to be
expressed at the time of the presentation of the reports/ratios on the
parallel events engaging of the multiple fascinating parts, but the
BSC required fuller clarifications on this subject.

  The hot lines adopted by the Office of the Civil Company for each
session are:

  SPEAKER FOR The SESSION Of OPENING

  A person who:

  • was actively implied in the SMSI

  • is a good speaker in public and which will transmit a clear
image to the media

  The speaker will have to pronounce a text:

  • which will be a declaration of plea on the key questions from the
point of view the civil company

  • which was written and accepted through the list of the
Plenary one.

  Nominations must be sent by e-mail at the latest Wednesday September
28, 2005 with title OPENING SESSION ANNOUNCER, with the following
address:

of the civil company you take part.

  This procedure will be presented at Plenary, on paper and the list

  SPEAKERS INTO PLENARY

  It must:

  • to be actively implied in the SMSI

  • to have a general knowledge of the topics suggested

  • to be among the highest representatives of an accredited
organization

  • to be in measurement to pronounce very important elements
within the the three minute old framework which is allotted to them.

  Note that, within the framework of Article 57 of Resolution ECOSOC
1996/31, no statement in offensive matter can be made.

SPEAKERS OF THE HIGH LEVEL PANEL

  It will act of a person who

  • was actively implied in the SMSI

  • is a good public speaker, and who can speak without preparing
declaration, with capacities of interaction and conviction

  • is able to be expressed with authority and conviction on the
general topic of "TIC for the Development"

  The indicative subjects according to could be raised by the
regulators:

  - TIC and economic growth

  - To put an end to the ditch knowledge

  - To establish the good governorship and the democracy by the
TIC

  - Access to information and social integration

  Nominations must be sent by e-mail at the latest Wednesday
September 28, 2005 with title HIGH LEVEL PANEL ANNOUNCER, with the
following address:

  It will have to be a question of anybody who:

  • was implied actively in the SMSI

  • can be expressed without having a written declaration and
which has capacities of interaction and conviction

  • is able to be expressed with authority and conviction on the
implementation from the point of view the civil company

  The regulators will be able to use the indicative subjects
according to:

  - national E-strategies and priorities

  - international Co-operation

  - Participation of the citizens

  - social Integration

  - Growth and creation of jobs

  - cultural Diversity and common heritage

  - Multipartenariats
