* Office of the High Commission with the NTIC soon equipped
with an operational diagram as regards legal framing * Its Excellence
Mr Hama Tinder, Prime Minister, Chief of the government, chaired,
yesterday morning, at the Ministry for Foreign Affairs, of the
Co-operation and African Integration, the ceremony of installation and
launching of the activities of the Steering committee of the legal
project of framework of communication and information technologies. In
particular surrounded, for the circumstance, of the Minister for the
Culture, Arts and Transport, Mr. Oumarou Hadary, and of the Minister
for Justice, Minister of Justice, Mr. Matty Elhadj Foamed, the Prime
Minister made an important address of which we propose integrality on
page 3 to you. The ceremony was also made profitable by S.E.M.
Bertrand Daniel, ambassador of the Kingdom of Belgium in Niger, to say
all the importance which its country attaches at the national level of
development of New technologies. According to the Belgian ambassador
in Niger, "information technologies and communication constitute one
of the priorities of the government of the Republic of Niger which in
did one of the instruments of its Strategy of Reduction of Poverty.
Consequently, was worked out and adopted, in 2004, a National Plan of
Development of new technologies which defined a vision formulated in
these terms: "the appropriation and the generalization of new
communication and information technologies will contribute to reduce
poverty significantly. All the social layers will have the possibility
of reaching information and the knowledge, of taking part in the
democratic play and of developing their cultural and economic
inheritances "....
The declaration of general policy of your Excellence, May 28, 2005,
has inclu this Plan national in its priorities by laying the stress on
the objectives and actions key which must make it possible to raise
the constraints limiting the accessibility and the use of these new
technologies to Niger ". For the Belgian diplomat, "however, it goes
without saying the aspects relating to the legal and institutional
framing of these new technologies constitute not only one essential
priority but, also and especially, an indispensable condition for a
harmonious development of the economic sectors, social and political
centered on the satisfaction of the needs for the citizen as well as
an engine for the growth of the sector as well public as private. It
thus quickly proved to be necessary and imperative to determine and
define legal and institutional contours of these new technologies
called to pose challenges at the same time with the legislator, the
users but also with the experts of the Right confronted with the
resolution of the disagreements born of their use and, therefore,
Office of the High Commission with the Data processing and New
Technologies Information and Communication was to thus have a
directing diagram ". Ultimately, Mr. Bertrand Daniel concluded that
"the launching of the study which joins together us today and which is
financed by the Kingdom of Belgium aims primarily to equip Office of
the High Commission with this operational diagram as regards legal and
institutional framing of these new technologies whose appropriation by
the services public and deprived as by the whole of the population
native of Niger constitutes one of the priorities of the government
native of Niger like means, lever of reduction of poverty and vector
of the economic and social development. He recalled that "the large
axes of the legal aspects of this
study will be focused, first of all, on the analysis of the
legislative and lawful texts existing as regards new technologies,
then, on the development of adaptation or draft amendments, as on an
analysis together with recommendations relating to competences of the
institutions in charge of their installation, and finally, on aspects
of Community, regional and international integration, supplemented by
a costing of each legislative and lawful building site ". Let us note
that several members of the Government and Diplomatic corps took part
in this ceremony.
