The Project of Development of the Sector of the TIC in Tunisia
Following the world Summit on the Company of Information (SMSI) in
Geneva, the Tunisian Government asked for a loan of technical aid the
World Bank to finance a project of Development of the Sector of the
TIC. This project was conceived to seize the appropriateness of the
dynamics created by the organization of the SMSI 2 in Tunis to support
the development of the sector by stressing the development of the
electronic Government (E-governement)..
* Objectives of the project * The project is directed towards the
development of the electronic services with a strong social impact,
such as applications Internet to help the citizens handicapped, or
with an impact on the transparency, such as applications for the
publication on line of the decisions of the Ministry for Justice.
Other objectives include/understand the formulation of a strategy TIC
main road, a strategy of government on line, the reinforcement of the
national framework of the computer security, the creation of a system
of management for the follow-up of the evaluation of the sector, the
reinforcement of the formation by the e-learning and the gates of
services of the government on line in fields such as E-culture,
E-justice, and a virtual library of the TIC.
The project also targets the lawful constraints and of market existing
by reinforcing the capacity of Tunisia to control the sector of the
TIC, increasing by the participation of the private sector and
promoting competition by the means of the attribution of new licences.
* Sectoral studies and repercussions * Two sectoral studies on the
competitiveness of the sector of the TIC in Tunisia and on the
integration of the sector deprived in the total chains of production
were discussed in workshops organized in partnership with the private
sector.
These studies highlighted a number of constraints facing the private
sector and have proposes recommendations to promote the growth of the
sector of the TIC in Tunisia.
In parallel with the SMSI2, the questions and recommendations of these
studies were discussed at the time of round tables where the local and
international companies of the private sector intervened. These
studies raised discussions and the private sector, through its trade
association, prepared a letter open to the Ministry for Technologies
of the Communication underlining the constraints against which it runs
up, and proposing recommendations with the Government to continue to
develop the sector of the TIC in Tunisia with an aim of supporting the
objectives of development of the country.
The Ministry answered this call by creating a working group to
concentrate themselves on the raised problems and to propose actions
intended to solve the problems and to exceed the obstacles. A ruling
from the Chair took action on this request: the text of law is being
prepared. The 25 recommendations of the private sector will thus be
concretized as soon as the law is voted in the next months (about
March 2006).
