The introduction of new communication and information
technologies into all the legislative process, the modernization of
the operation of the national popular Parliament (APN) as well as the
contribution of the national conference of the legislative
institutions of the American States (NCSL, National Conference of
State Legislatures, the United States of America) to the installation
of a virtual library and the resourcing of the future news physical
library of the APN of a capacity of 450 000 works. It is what affirmed
yesterday, the senator Jef Wenthworth of the Senate of Texas which
leads the delegation of the NCSL which will remain one week in
Algeria. This delegation, learns one near the person in charge for the
communication from the APN, has the role of evaluating, on the basis
of what was accomplished until now, the projects likely to appear in
the new programme of co-operation for the biennum 2006-2007, and to be
appropriate with the proper authorities of Ass start of a timetable

recall, the co-operation between the APN and the NCSL go up at a

which were essentially financed by the American ministry of the
Foreign Affairs within the framework of program MEPI (Middle East
Partnership Initiative). Accordingly, the State Department financed
the creation of the Institute of formation being studied legislative
(IFEL). A special budget is also allotted by the State Department for
the training of the legislators Maghrebian and Lebanese to the IFEL.
The American members of Parliament were received yesterday by the
president of the APN, Mr. Amar Saïdani, before meeting certain
members of the government and other persons in charge for the State as
well as parliamentary groups. It should be noted that the American
delegation will also go to the Senate with which a two days was traced
program. The American senators will assist, Wednesday, with the
closing session of the session of autumn 2005 with the APN. It will be
learned, in addition, that another delegation of Congers American
arrived yesterday to Algiers. The latter is primarily made up by what
one calls "the staffeuses ones", namely the legislative assistants of
the senators. This delegation will inform itself at the APN, other
persons in charge for the government and the State on the Algerian
legislative system and her operating mode.
