  Dear All,
     
  Following the dialogue of the members of new Cabinet ACSIS, it
arises what follows:
   
  1 It appears important to us to initially found a mechanism of
dialogue within the Cabinet, which can widen it with the people
resources identified according to questions' to treat.
  
On the whole of the questions, it is to the Cabinet initially that it
returns to reach a consensus before opening the discussion with the
other members of ACSIS on the plenary list and to fix a response time
   
  2. We must prevent that on basic subjects tackled on the list,
the members of the Cabinet react in dispersed row.
   
  3. It is allocated to the President to ensure the animation and the
coordination of the list of the Cabinet and to bring the decisions or
the proposals on the plenary list africa
   
  4. Being oneself the PRIORITIES of the Cabinet, They act of: -
   
  a) statutes:
   
  The working group made up in Tunis for the revision of the Staff
Regulations in particular for purposes of the adoption during the
Summit, occasion undeniable for the elections, groups made up of Vice
President ACSIS Martin Maluza, Nadia Biouélé, Boubacar Barry,
Ibrahima Guissé were added Tijani, Marianne, Nnenna and Baudouin
could be charged, by the end of the year 2005, to finalize the few not
examined articles of these statutes, which must be put on line at the
latest at the 1st week of January 2006 time of rigour -
   
  To entrust the drafting of the draft Rules of procedure to

  To proceed to the election of the Sous-régional Coordinator
for the Southern Africa from here at end-January 2006. the mediation
of these elections is ensured by Nnenna, under the supervision of the
Cabinet.
   
  For the National Coordinators on the continent as for the Diaspora. in
collaboration with Old Focal Points ACSIS recognized in their
countries like such, the countries can be pressed on dynamic existing
Nationales in the field of the TIC to make the élections.au later at
the end of January 2006 time of rigour
   
  Concerning the choice of the country host of ACSIS, Addis
Ababa was retained, with possibility of transfer in our another
country later.
   
  5. With regard to the PROJECTS TO BE FINANCED
  
. ACSIS would organize a Workshop for the launching of ACSIS
in the country host. This workshop would have as an aim in particular
the examination of the Action plan of ACSIS for the 4 next years, the
definition of the strategies and of the means of financing of this
program, the installation of the Executive Secretariat of
ACSIS............, etc L' organization of this workshop would be
entrusted to the Cabinet which, for whatever purpose it may serve,
could be pressed on other members ACSIS. The months May or June 2006
could be appropriate for this meeting.
   
  6 ACSIS should start again the project of the organization of the
sous-régionaux Workshops, retained in Accra in Ghana, (Nnenna, Barry,
Baudouin, Nadia) which worked already on the file can continue to
control it, Treasurer ACSIS Traoré Wodjom must also take part in this
exercise.
   
  7 Dapsi which is an indissociable African network of ACSIS, would wish
to organize a seminar of formation in Africa to support the
popularization and the control of the TIC in the priority sectors like
health and education. This activity would take place in 2006.
  
 8 Concerning the projects to be subjected in the framework of the
PARAES, the Cabinet should coordinate the soummission within the times
communicated by the ECA (before December 24, 2005). If there would be
no ready projects, we would be obliged to start again the projects of
ACSIS deposited by Nnenna and Boubacar BARRY within this framework
