My congratulations for Burkina and in Idrissa Nogo. I however
wish to draw your attention to the fact that it be of good practice to
have an office of meeting (president, secretary and/or rapporteur)
whose miss the candidates themselves. It would be although the next
elections follow this model. Thank you

problem as Expert TIC and a member of this adorable list.
You can do it yourself. The systems of mailing list do not have
anything constraining on the contrary they are built on the
fundamental principles of freedom.
In a general way, the day when you formulate a request to register you
on a list of discussion, or then the day when somebody registers you
on a list, you receive a very first mail of the address of the list
asking you to confirm your subscription. Certainly you had confirmed
since you receive the mails of the list. This mail is of type
automatic and instantaneous. In this very first mail there is a bond
Web by which you can also stop subscribing you. Find this mail in your
limps with letters and stop subscribing you yourself. If you do not
find this mail easily, you can always launch a research (with key word
wsis-cs.org) starting from the mitre Recherche Mall of Yahoo once
loguer. Certain lists choose an automatic regulator especially the
lists with connotation world or continental (of the hundreds of

VERBAL LAWSUIT OF MEETING
The year two thousand five, Saturdays December 03 and at 10
a.m. 30 minutes, was held in the room of the PNUD/BURKINA in
Ouagadougou (BURKINA FASO) a General meeting potant on the
installation of the office of the national coodination of the ACSIS
West Africa
Chaired by Mr. Idrissa NOGO, Journalist and Not Focal National of the
SMSI, the meeting called of them on the agenda two points: 1. Election
of the office of the national coordination ACSIS/Afrique of the West,
2. Others.
Before approaching the first point entered on the agenda, Mr. Idrissa
NOGO, Not Focal National (the NFP) of Burkina Faso, initially the
furrow of the spirit recalled in which is held this General meeting.
To leaving the last World Summit on the Company of Information (SMSI),
explained Mr. NOGO, held at November 2005 in Tunis in Tunisia, the
ACSIS adopted new statutes and organic texts from the point of view of
insouffler a new dynamics at the African civil company, ankle ovrière
of the world walk of youth africanine on the way of the hope. It is in
this new spirit, specified the NFP of Burkina Faso, that 6 new
coordinators under regional were elected; with, also, 3 members of the
Cabinet. Thus forming a college of 9 members within the Cabinet, an
authority of decision and regulation of the actions of the ACSIS. With
the attention thus of the assistance, it was meant to them that the
Summit of Tunis thus expressed the wish to have in each African
country, a national coordinator having to be used as guarantor near
the sous-régionales structures, more particularly, of the ACSIS. But
this structuring desired by the spirit and the letter of the General
meeting of the ACSIS held in Tunis east in fact, will underline the
Chairman, the couronnemnt of the actions of dialogue and perseverance
carried out from Geneva in 2003 to Tunis 2005. Indeed, the SMSI drew
its force, its notoriety and its longevity of the passenger waybill
from where are defined the objectives of the "Statement of principles"
and the "Action plan" of the SMSI which invites us to a permanent
mobilization to build a technologically modern company together and
inclusive which facilitates the life and reinforces the capacities of
our potentialities. It is thus, will add Mr. Idrissa NOGO, to create a
framework of appropriation and autonomisation of the TIC by the
Africans themselves that the regional meeting of Accra on the SMSI
last February encouraged, with the support of the ACSIS, the
installation of the National Focal Points in the African countries.
After this exchange on the introductory statement, the colleagues
expressed the wish to suspend the meeting for 10 minutes to allow a
"dialogue in camera" in order to release, say, the profile and
qualities of the candidates to the candidature. From 10 minutes, the
participants made 32 pennies pretexte rather of them that they "act in
concert for a possible coalition to create a ballotage against the
colleagues beams".
Before proceeding to the election which wanted to be universal,
direct, opened and with hand levéé, the Chairman wished so that the
assistance arise by name so that one knows the electorate numerically.
There were 27 people in the room.
Were thus in string for the station of coordinator, Mr. Idrissa NOGO;
Mr. Daouda Bitié; Mr. Ernest Banao; and Miss Régina Tiensbandé (it
was proposed by a group of participants which was obviously favorable
for him). But the latter desisted pretextant that it lack of
experience in the final matère.En, 03 people only took share with the
poll
The results of the election arises as follows: 1. Mr. Idrissa
NOGO: 19 vote; 06 abstentions; 02 spoilt ballot papers; 2. Mr. Daouda
Bitié: 17 votes; 03 abstentions; 07 spoilt ballot papers; 3. Mr.
Ernest Banao: 09 votes; 04 abstentions; 14 spoilt ballot papers.
Mr. Idrissa NOGO was thus elected NATIONAL COORDINATOR ACSIS/AFRIQUE
Of the WEST
Mr. Idrissa NOGO, is a journalist, director of the Communication and
the Ministerial Press, Point Focal National TIC and Media of the SMSI,
President of the Network of the Journalists and Communicateurs African
for the Appropriation of SMSI (RJCA/SMSI), President of the Foundation
for the Respect of Dead (FO.R.M)...
The second item on the agenda was not a particular fixing of the
exprits. The participants seemed tired a little and the debates,
though rich in experiments were, per moments, very nourished in
polemic and useless verbal digressions.
However, the public wished to know the duréé legal one of the
mandate of the coodonnator, his attributions and its missions and its
field of competences. All these questions, Mr. Idrissa NOGO had to
