Dear friends,

Here is that a week passed after our last meeting to Tunis
which saw the election of the first cabinet of ACSIS after 2 years of
exercise of the cabinet founder. One week rich of exchange of
courriels expressing the satisfaction of the ones and irritation, to
see even the anger of the others.

The question of the languages was not born yesterday, and I
include/understand perfectly the frustration of those which see us
conversing without them including/understanding a word. The solution
will not be found without an effort combined of all one each one: The
bilingual ones must write their messages in the two languages, the
strictly monolingual ones must write short, simple and direct
sentences to allow a machine translation available, and which cost us
money (certainly sponsored by APC).

The conditions of the elections must be included/understood as being

but as say the French best "is the enemy of the good". For better
doing in the future, it is necessary to think of laying down rules of
procedure accepted by the majority within the rules of procedure.

With my direction, we all must put to us at work to make of this 4
years nonrenewable mandate the good departure for our network after
the mandate of 2 last years constitution. We will not begin a zero

proximity of the nations plain (ECA) and the African Union. The
secretariat does not have anything to have with the opening of the
