has - Short description of the importance of the topic

The installation of efficient policies of the TIC and the
activities of promotion of the development by the TIC require a
control of the stakes induced by these last. Moreover, the relevant
participation of all the actors in the definition and the installation
of the international public policies related to the governorship of the
Internet is a requirement reaffirmed by the World Summit on the
Company of Information. However it is recognized that there exists in
the developing countries, in particular in the least advanced
countries, an insufficient mass actors (decision makers, civil
company, private sector, etc.) able to contribute to the definition
and the implementation of the policies and the initiatives in the
field. This situation is more alarming with regard to the governorship
of the Internet, new and complex stake of international public policy.
The least advanced countries, in particular the actors of the civil
company, will not be able effectively to contribute to the
installation and the follow-up of the policies in this field, such as
recommended the SMSI, if relevant strategies of reinforcement of
capacities are not installation as regards governorship of the Internet.
It is a guarantee of the effficiente participation and durable of the
actors of these countries in the implementation of the decisions of
the SMSI, and in the strategies related to the use of the TIC for the
development.

It should however be recalled that this topic has a very strong
technical component, and although it will have to be treated from the
beginning, he should not replace the purely political topics requiring
the consistent search for consensus.

B How this topic is it conforms to the Diary of Tunis the Diary of
Tunis insists in a very strong way on these problems in various
paragraphs, such:

- paragraph 22: "... le reinforcement of the capacities as regards the
TIC is an important priority of the developing countries..." -
paragraph 49: "we commit ourselves supporting the taking into account
of certain questions of development in arrangements as regards
governorship of the Internet... to give councils... on... the
reinforcement of capacities and the technology transfer and to know to
make..." - paragraph 51: "... it would be necessary to increase the
international co-operation, on a voluntary basis, as regards
reinforcement of capacities in fields referring to the governorship of
the Internet.....faciliter the transfer to know to make and good
practices..." - paragraph 52 exchanges it: "... to guarantee an
effective participation in the world governorship of the Internet, we
urge. ..de to take care that all the fascinating parts... have the
possibility of taking part in the decision-making concerning the
general policies referring itself to the governorship of the Internet...
"- paragraph 95: "we call the organizations international or
intergovernmental to develop their of the policies and reinforcement
trace programs of capacities..." C How that does it correspond to the
mandate of the FGI specified in paragraph 72?

The paragraph 72 which specifies the mandate of the FGI, indicates
clearly in its point H, which this last owes "..contribuer with the
reinforcement of the capacities
as regards governorship of the Internet in the developing countries,
while being based fully on the sources of knowing and local
competences "In addition, it arises from the synthesis of the
contributions written of the fascinating parts on the Forum on the
Governorship of the Internet, that this topic is one of the first two
quoted major topics (see site of FGI).

D Who are the major actors who could take part in sessions sets of
themes on this question? All actors, more especially as the governorship
of the Internet is a pluri-set of themes question and multi-actress.
But the major actors are: representatives of the governments (public
power), in particular those of the developing countries, backers,
international organizations having technical functions dependent on
the governorship of Internet (UIT, ICANN, OMPI, UNESCO, etc), the actors
of the civil company and private sector of North like South, the
regional institutions, etc.

E Why does one have to discuss this question to the first annual
session of the FGI? The reinforcement of capacities as regards
gouvenance of the Internet is a guarantee of the durable participation
of the least advanced countries in the discussions on this stake. A
real will of implication of the actors of these countries, upon the
departure, in the decision-making, cannot be illustrated out of such a
step. Paragraph 52 of the Diary of Tunis indicated, just like the
paragraph 65 which specifies "that it is necessary to optimize the
participation of the developing countries for the decision-making
concerning the governorship of the Internet, which should hold account
of their interest, as well as participation of these countries in the
development and the reinforcement of capacities.". Consequently, it is
crucial that this topic is treated during the first meeting of the
FGI.

In addition, the Diary of Tunis stipulates that the strategies of
reinforcement of capacities must fully exploit the local sources of
competences, to be based on the division of experiments and the good
practices, the international co-operation. It is possible that at this
first meeting a dialogue between all the fascinating parts is done,
and that discussions are held on the division of experiments (Northern
- South but also South-South), the role of the various actors, in
particular at the local and regional level, the possibilities of
financing of these strategies, strategies of participation in the
international decision-making in this field.
